What is design-build construction?
Design-build is one of several possible methods of building a project. In design-build, the owner hires the contractor for both design and construction.
What is a design-build contractor?
First, a contractor must have design capabilities. Not all do, and care should be taken to find a versatile, qualified contractor. When design and construction services are contracted from a single source, that contractor is known as the design-build contractor.
What are the benefits of hiring a design-build contractor?
The total responsibility for all work on the project lies with the design-build contractor, minimizing risks for the project owner. It is also convenient to work with a single point person, which the contractor will assign you. Production time for the project is usually shortened because design and engineering, as well as cost analysis will be done concurrently.
Will hiring a contractor with design-build capabilities cost more?
No. In some cases it may actually save money. It is a guarantee that the designer and builder are in synch, as they are one and the same. Mistakes are minimized and/or avoided and production time is expedited.
Is there a resource where I might find information such as surveys showing boundaries, topography, right of ways, etc?
Sometimes a plat will be recorded in the deeds office, but usually a surveyor will be required to gather this information for you.
Did I need a license and, if so, how do I get one?
- In North Carolina, anyone who contracts for construction services where the contract value is $30,000 or more would need a contractor’s license.
- Contractors are regulated by The Licensing Board for General Contractors. Contact that office to schedule an examination and ask them to send you an application form.
Will I need a building permit?
If you are not sure, just call your local city or county office. Generally, if you are modifying the building, a permit will be required. Plumbing, electrical, heating and cooling will always require a permit whether making improvements or repairs.
Does the city or state issue the building permit?
This is usually the city or county. If you live in a city, check with their planning department. If you live in a rural area, check with your county building and inspections department.
Where can I go to learn about safety issues and how to comply with OSHA regulations, etc.?
Generally, the construction industry is governed by the 1926 section of OSHA.
I plan to hire subcontractors. What is the best way to find qualified subcontractors in various areas of expertise?
There are many ways to find good subcontractors. One way is to go to the appropriate supply house for the trade contractor you need. Go to a plumbing supply house to ask about a plumber, an electrical supply house for an electrician, and so forth. Check references. Check more references. Ask other contractors. Only hire licensed contractors who also carry proper insurance GL and Workers’ Compensation.
I read that the cost of materials was down during the last couple of years. Have those costs increased/adjusted?
In the early part of the recession the cost of materials was down and contractors were able to leverage that reduction in promoting their services. During 2010 prices for materials seemed to fluctuate. This year, there has been an increase in the cost of materials across the board. Tied directly to the cost of fuel, this increase was inevitable.
What is metal building?
A metal building is a metal structure fabricated with steel for the internal support and, commonly but not exclusively, for exterior cladding. Such buildings are used for a variety of purposes including storage, office space and living space. They have evolved into specific types depending on how they are used.

Are there advantages to building in North Carolina?
If you speak with most anyone who has built in North Carolina and currently operates a business, they will answer with a resounding yes.
Since some of the answers and comments appropriate for this question are also applicable to the next question, I will list them all below.
I am considering starting my business in North Carolina. What benefits might the state offer new businesses?
Cash grants are available for new and expanding businesses based upon job creation and investment commitment. There are several categories for which a business might qualify. Consult the North Carolina Department of Commerce and a site location specialist will be able to give you specific information and guide you through the applications and evaluations process. New businesses are encouraged to take advantage of the available incentives.
Utility grants are offered by some of the major companies. Duke Energy and Piedmont Natural Gas are two examples.
There are grants given for building improvements for buildings that have been vacant for a certain period of time.
Local permits and approvals are typically expedited.
Certain tax credits may be available.
Cost-saving incentives are available to defer, reduce and/or eliminate import duties.
Tax-exempt financing is available for eligible new or expanding manufacturing facilities, certain solid waste disposal facilities and sewage disposal facilities.
Funds may be provided for the construction of roads and rail access to new or expanded industrial facilities.
Recycling businesses may be eligible for grants, tax credits and loans.
Biotechnology companies may qualify for loans.
Tax credits and sales and use tax discounts are offered to encourage film and television production in North Carolina.
North Carolina offers reduced sales tax rate allowances on certain parts, accessories and construction supplies for eligible industries and manufacturing processes.
North Carolina offers free training for companies that qualify with a certain number of jobs created during a year, and which are in one of the following industries:
Manufacturing
Technology
Warehousing or distribution centers
Customer Service or data processing centers
Although higher energy prices continue to put pressure on builders’ and suppliers’ costs, the cost of building materials in North Carolina is slightly lower than other areas in the country due to the availability of materials, and a construction industry which, although recovering, remains sluggish.
North Carolina is fortunate to have abundant and reliable public water supplies.
Commercially zoned land is available and affordable.
There are many talented and qualified construction companies from which to choose. Some specialize in one particular industry or another, while others offer services that make them unique.
In virtually all areas of the state there is access to airports, distribution centers, major interstates and rail systems.
There is an available workforce.
North Carolina has a humid, subtropical climate. Winters are short and mild, while summers are usually very sultry, and spring and fall offer distinct and refreshing periods of transition. In most of North Carolina, temperatures rarely go above 100°F (38°C) or fall below 10°F (–12°C). A state with all four seasons, most days offer pleasant weather for work or play.
The state is rich with the arts – music, drama, writing, artwork – you name it and North Carolina offers and excels at it.
It is easy to attract employees to North Carolina because of the quality of life – schools and universities, parks and recreation, diverse religions, culture and more. It’s a great place to raise a family. |
